PCR (Post-Consumer Recycled Plastic): Food-Grade and Compliance Guide

PCR (Post-Consumer Recycled) plastic is plastic recovered and reprocessed after consumer use and disposal. It is the single most important lever for meeting the EU PPWR and reducing carbon-border exposure.

1. Where PCR Sourcing Goes Wrong

  • β€œFake PCR” risk: Some suppliers pass off industrial scrap (PIR) or even virgin resin as PCR. If an export shipment to Europe is found to lack GRS / EUCertPlast chain-of-custody traceability, it constitutes fraud and triggers heavy fines.
  • Odor and physical degradation: Repeated heat histories break molecular chains, reducing tensile strength and impact toughness, while volatile organic compounds (VOCs) generated during reprocessing give containers an off-odor.
  • Food-contact safety threshold: Non-food-grade PCR contains heavy metals and plasticizer residues and cannot pass EFSA / FDA migration testing.

2. The Three Pillars of Food-Grade PCR Certification

1. The EFSA (European Food Safety Authority) Approval Process

  • Only super-clean physical recycling processes that EFSA has formally assessed and approved (such as Vacunite, Starlinger and EREMA) may produce rPET and rHDPE for use in food packaging.

2. The FDA NOL (No Objection Letter) System

  • The US FDA issues No Objection Letters (NOLs) for mechanical recycling processes, covering either 100% food-contact use or use with a specified blending cap.

3. Process Compensation and Performance Optimization

  • Chain extenders: Add a small amount of chain extender during pelletizing or injection molding to re-link broken molecular chains, improving intrinsic viscosity (IV) and melt-flow stability.
  • Three-layer co-extrusion (ABA structure):
    • Outer layer (A): virgin resin, ensuring print appearance and hand feel;
    • Middle layer (B): 30%–50% PCR blended in, providing the bulk of the thickness;
    • Inner layer (A): a virgin-resin barrier layer, ensuring the food-contact surface is fully compliant.
